South Windsor Town Council Approves Tax Abatement for Sullivan Place Development

Abatement estimated to total $18,000 per year for five years.

The South Windsor Town Council on Monday unanimously agreed to give a tax abatement to the developer of Sullivan Place, the mixed-use development being built at 915, 925 and 935 Sullivan Ave.

The tax abatement calls for the developer - Sullivan Place LLC - to receive a 50 percent abatement on the first five years on real estate improvements.

According to the calculations provided to the Town Council, the abatement would result in an abatement totaling $18,000 per year on two buildings in the development.

Phil Tartsinis, the owner of Sullivan Place LLC, said that he was making or has made several improvements to the area, including the addition of a traffic light and installation of sidewalks to the area.

In addition, he has applied with the state Department of Transportation to have a bypass lane to help ease traffic in that area.

Tartsinis said that the abatement will go a long way, considering the economic climate and that the development has just one tenant thus far.

“It’s not an easy environment,” Tartsinis said. “We’re familiar with the area and we’re hopeful people are attracted to a new complex and hope to grow in South Windsor.”

While providing abatements may seem objectionable to some residents, Councilor Keith Yagaloff noted the heavy startup costs for new construction, particularly for small businesses.

“New construction is phenomenally expensive for commercial space,” Yagaloff said. “It’s really important to bring that sort of business to Sullivan Avenue.”

Councilor Stephen Wagner said that abatements are small ways to help businesses grow.

Councilor Cary Prague applauded Tartsinis’ use of local contractors to do the work, while Mayor Dr. Saud Anwar said that the abatement is a win/win for everyone.
